How to remove border that's been painted over?

The guy who was painting my house painted over the existing border instead of removing it.How to remove border that's been painted over?
Carefully use a single-edge razor blade or better yet, an Xacto knife to cut the paint coat at the edges of the border. It should then be easier to remove without destroying the rest of the paint job.


Alternatively, get another border that you like and apply it over the painted-over one.How to remove border that's been painted over?
rent a steamer. They are hand held and made for removing wallpaper.
