I have the same problem with the apartment I'm in...and the walls are concrete, so it's kinda hard to nail things into the wall. I've found that if you go to IKEA and get some brightly coloured light weight woode picture frames and stick them to the wall using velcro tape. You can remove the pictures, move them around, etc.
One fun thing I did was decorate the first frame to look like a train...so it looked like it was pulling all the rest of the frames around the room.How to decorate an apartment when wall can not be painted?
Add some curtains that will suit all of you. Maybe some throw pillows. Then you should all go out together and pick out some inexpensive art or posters that you can hang on the walls. Use alot of color in all of these.
Fabric! Staple to lath strips and hang from ceiling with small nails or try Velcro. Can let it hang loose or staple lath strips at the bottom too. The walls can be covered in say 4' sections for a striped look or solid. The fabric can be pulled tight for a smooth look or shirred. The possibilities are endless and fabric can be cheap.
Decorate the room in a way that is neutral; not too ';girl-ish'; and not too ';boy-ish';. Then everybody will be happy. Also, it's very possible to decorate a room without painting it. I would really like to paint MY room, but my house is just a rental so I can't. I would want to paint it blue, so I still want a sort of blue atmosphere.
What am I getting at? Well, I have a bedspread with blue, blue accessories, etc., so it sort of gives out a blue-ish sheen to the room. So, for example, if you WISHED you could paint the room green but COULDN'T, all you would have to do is get a green bedspread, accessories, and whatever else to do the same thing as me.

Keep it contemporary and use lots of artwork on the walls.
Fabric that has a very high thread count will keep off most dust. You can soak the fabric in a fabric stiffener and put a contrasting fabric up as a chair-rail. Very pretty and peels off when you leave (don't use too much stiffener).
Experiment on a small piece of the same material your wall is made from. :)
I'm assuming you can't wall paper either?? If you can they have some great choices in wallpaper to add a lit'l added charm to a room....There is also temporary wall border known as ';wall stick-ups'; they cost a little more than wall paper border but it doesn't damage the wall at all. Or you could do some really neat faux walls to accent your walls , example fabric 2 to 3 colors swagged from the ceiling or one color pinned and pleated to the wall running down the wall or go with a privacy screens against the wall they come in all colors and prints. Old stand by: Plants, foliage , floral swags , art, pictures , or hanging wall mural!!! Good Luck
Do not cover the wall in fabric. It will get dusty and hold odors. It would be better to get several coordinating pictures in different sized frames, and make a collage. You can cut pieces of newspaper the same size as the pictures, and lay them out on the floor until you get the combination you like. Then simply hang the pictures using the same combination. Use picture hangers to prevent nails from tearing the sheetrock.
